Dr Mavroyiannis was born in 1956 in Argos in Cyprus. He took his diploma in Law at University of Thessaloniki in Greece. He holds 2 post-graduate diplomas at the field of International Law and Political Sciences from the Faculty of Law of the University of Paris He also holds a Phd in Political Sociology from the University of Paris –Nanterre. He is one of the few Cypriots that hold the diploma of the Hague Academy of International Law . He contributed numerous articles in scholarly journals and Reviews as well as in newspapers in the fields of Sociology, Law, Philosophy, Political Science and EU matters. He is Member of the European Group of Public Law. He joined the Diplomatic Service of the Ministry of Foreign Affairs of the Republic of Cyprus in 1987, after a brief academic career. He served at the Embassy of Cyprus in France, Ireland, Tunisia and Maroco. He was representative of Cyprus at the Preparatory Commission for the High authority of the Law of the Sea and the Committee of Legal Advisers on Public International Law (CAHDI) of the Council of Europe . Participated in numerous International Conferences. He was Ambassador, Permanent Representative of Cyprus to the United Nations between August 2003 and July 2008. He served as a Chairman of the Special Committee on the Charter of the United Nations and on the strengthening the Role of the Organization President of the 15th Meeting of States Parties to the United Nations Conversation on the Law of the Sea (2005). He also served as a Chairman of the 14th Meeting of States Parties to the Convention on the Elimination of Discrimination Against Women (2006). He Served as Facilitator, and, subsequently as Advisor, on the “Question of Equitable Representation on, and increase in the Membership of, the Security Council and other matters related to the Security Council”, appointed by the President of the 61st session of the General Assembly with special responsibility regarding “the question of the veto”. From 2007 to 2008 he was one of the Vice – presidents of the 62nd session of the General Assembly of the United Nations. From 2008 to 2011 he was Ambassador, Permanent Representative of Cyprus to the European Union. From 2011 to 2013 he was Deputy Minister to the President of the Republic of Cyprus for European Affairs. He is currently negotiator of the Greek -Cypriot side in the intercommunal talks on the Cyprus problem.
