Strengthening climate knowledge, institutional capacity and preparedness for climate-related risks

Frederick University supports local authorities, policymakers and government agencies in monitoring and managing climate-related risks through research, innovation and consultancy projects. It provides scientific knowledge, technical expertise and practical tools to improve climate-risk awareness, forecasting and early warning.

Through collaboration with public authorities, the University helps strengthen institutional capacity, improve preparedness and support informed decision-making, contributing to reducing climate-related risks and building more resilient communities and infrastructure.

Examples of recent relevant initiatives include:

  1. Climate monitoring, forecasting and early warning systems

Frederick University's Cyprus Ionospheric Research Group develops innovative monitoring and forecasting systems to support authorities in anticipating and managing climate-related hazards. The EuRTISS project uses GNSS tropospheric data to monitor severe weather phenomena and climate trends, while MedGIFORS combines atmospheric data, flood forecasting and emergency management tools to improve early warning and preparedness for heavy rainfall and Mediterranean hurricanes. CYGMEN strengthens Cyprus's meteorological research and forecasting capabilities through enhanced infrastructure, data integration and improved storm prediction. Complementing these initiatives, CyMetAI applies artificial intelligence to enhance weather forecasting and preparedness for extreme weather events.

Together, these projects strengthen the scientific and technological basis for climate-related disaster risk management across Cyprus and the wider Eastern Mediterranean. Their outputs provide valuable scientific data, forecasting capabilities and decision-support tools that can help local authorities and government agencies anticipate climate-related hazards, assess potential impacts, improve emergency preparedness and response, and develop more effective risk-reduction and climate adaptation strategies. Through collaboration with relevant stakeholders, the projects also support the transfer of scientific knowledge and technical expertise to institutions responsible for public safety and disaster management.

  1. ClimEmpower: Translating climate research into practical planning tools and policy recommendations

Frederick University researchers, through the ISTOS Center research team, contributed to the development of the guide Converting Climate Risks into Actionable Land-Use Plans within the EU-funded ClimEmpower project, in which Frederick Research Centre participates. The guide is designed to support policymakers, mayors and spatial planners in translating climate-risk information into concrete land-use planning measures. Through practical exercises and a running example based on the Troodos region, it helps users identify priorities, define climate change risks, assess potential impacts and explore ways to reduce vulnerability through appropriate planning interventions.

The project also developed policy recommendations addressing key climate-related challenges, including hospital bed capacity, nature-based and diversified water storage, population exposure reduction, local agrifood supply chains, climate-smart agriculture, hazard mapping, protection of natural areas and residential exposure reduction. These resources translate scientific evidence and project findings into practical guidance for regional and local policymakers, supporting climate knowledge transfer, strengthening planning capacity and facilitating the integration of climate risks into policy development and decision-making.

  1. Collaboration with the Municipality of Limassol on climate-neutral and resilient urban development

Limassol was selected as one of the 100 cities participating in the European Union's Mission for Climate-Neutral and Smart Cities, with the ambition of achieving climate neutrality by 2030. In this context, Frederick University collaborates with the Municipality of Limassol in the development of the City's Climate City Contract, contributing scientific expertise and research-based solutions to support the city's green and digital transformation.

The collaboration promotes the integration of climate considerations into urban planning and decision-making, focusing on transportation, the circular economy, energy efficiency, protection of terrestrial and marine ecosystems, urban planning, culture and tourism. Frederick University's contribution places particular emphasis on the city's marine and coastal zone, supporting the identification of sustainable solutions to environmental challenges and strengthening urban resilience.

This partnership illustrates how academic institutions can support local authorities through scientific expertise, stakeholder collaboration and knowledge transfer, helping to incorporate climate considerations into urban development strategies and public-sector planning. It also provides a framework for connecting research with local priorities and supporting the transition towards more sustainable, climate-neutral and climate-resilient cities.
